[ A ; oh the weather outside is frightful ]
[There's acake girl in the rain. It's not pouring just yet, but it can't be denied that there's a steady fall of precipitation.
But given the fact that Lili is from the lands of the Water Tribe, she actually doesn't seem to be too bothered by this. She's walking along at a casual pace, observing her surroundings cooly, and otherwise not seeming to care enough to pick up her pace and run to find shelter.
If you're carrying around an umbrella, she might give a bit of a judgmental glance. Tourist.
That said, a bad attitude isn't going to be much help to her in about 0.7 seconds when a carriage comes rushing by and isn't it funny how a puddle can suddenly becOME A TIDAL WAVE.]

[There is now a surprised, soaked, dripping wet girl in the rain.
You should laugh at her for judging your umbrella.]

Have you seen two women around here? One of them has short, black hair and is rather quiet and strict whereas the other.... I suppose you could call her flighty? They're my attendants.
["It's quite a problem. They seem to have lost me."
She pauses. And then she adds-]
By the by, would you happen to know anything about narcotics being sold around this area?

Or perhaps one (1) Cat Stuck in a Tree.

As is, it appears as though she has become the prey of some rather aggressive dogs with her bodyguards nowhere to be seen. That's a bit of a problem. She's not on too high of a branch but apparently she really couldn't find any other choice besides climbing up a tree in order to get away. (It wasn't graceful. She nearly fell a couple of times just trying to get up.)
But now that she's up there, she seems to have found her bravado again, if only to bark right back--]

[Sakichi immediately pays attention when Lili taps his shoulder, because ??? he's not quite familiar with her garb but she sure does look like a demure, noble lady who's asking after her attendants... and she might not be anyone affiliated with lord hideyoshi, but every single retainer bone in his body compels him to help her!! except....]
[he pauses and looks at her again. ???? she still looks like a noble lady??? DON'T DO DRUGS LILI????]

But why does everyone pause when she asks that. It's not like she'd be doing drugs??? C'MON PEOPLE. Does she look like an imbecile or a lowlife to you. (Or maybe there are people who are being given drugs without even knowing again, also an option.)
So the question in response to her question just manages to get her to stiffen up a little bit, a frown tugging at the edge of her lips. Can't lose her composure but she does look a little irked.]
I've heard rumors of narcotics passing hands in this town and I consider it a threat to the livelihood of the people here. I intend to stop it, obviously.

...I apologize, I have not seen the women matching your description. As for the rumors you've heard... I have not confirmed the narcotics trade with my own eyes, but there is truth to the rumors.

I may not know you, but I'm certain that your attendants would not want you to put yourself in danger.

Lili stiffens up a bit, her shoulders straightening as she realizes that she is being blocked from adventure by actually pretty good arguments. But even then, she's not the type to really be talked out of bad ideas.
So here she is, frowning and tilting her chin upward a bit, a little too used to giving commands.]
And what do you expect me to do then? Allow narcotics to tear this area apart? It's not as though officials from outside can do anything about it without evidence.

Do you intend to gather such evidence and then leave the rest to the officials then? Or do you plan on seeing this all the way through?

He is trying to be True Neutral here, and at the same time he's trying to remember important noble houses in the area to see if he can somehow identify who Lili is.... This would be easier if he knew her Dad!!]

but Lili may carry herself as a noblewoman but otherwise is trying her best to keep a low profile. Yeah. It's not working too well but that's because Lili's plans never really go how she hopes that they would.
